Tijdens een campagne voor herverkiezing besluit de corrupte politicus Paul Madvig te breken met zijn verleden. Daarom steunt hij ook de crimineel Nick Varna niet meer, maar zoekt hij samenwerking met zijn gerespecteerde politieke tegenstander Ralph Henry. Henry’s zoon Taylor Henry is een gokker, die verliefd is op Opal Madvig, de jonge zus van Paul. Paul is tegen hun romance. Ed Beaumont, de trouwe assistent van Paul, vindt het lijk van Taylor Henry op straat. Nick Varna maakt vervolgens misbruik van de slechte financiële situatie van de krantenuitgever Clyde Matthews door hem te dwingen via een artikel in zijn krant 'The Observer' Paul verdacht te maken van de moord op Taylor Henry.
